ANNUAL REPORT FOR THE YEAR 2004-05 Synopsis Directorate of Construction, Services & Estate Management (DCSE) is responsible for executing construction works for various Units of DAE including aided institutions, and also take up project management consultancy for other Govt. departments. This Directorate is also responsible for operation and maintenance of various services, estate management and security for the housing colonies of DAE at Mumbai. During the year of report DCSE has completed Construction of 40 flats of efficiency apartment for paramedical staff, Sports complex (Indoor), Shopping Centre and Up-gradation of Sub-Station, Re-wiring of Type-IV (D) flats in Anushaktinagar for the department. It has also completed Construction of expansion of Cryogenic Building for VECC at Kolkata, Pelletron Hall & Expansion of NMR facility building at Colaba, Olympiad Building at Anushaktinagar for TIFR, Construction of Guest House Ph-I and Road & Boundary wall for PH-II for NBRC at Haryana, Construction of Main Laboratory Building & External services for NCPGR at Delhi, Construction of Hostel, Housing & EMC shelter for SAMEER at Khargar as well as planning & designing of Housing and building for Radiation Processing Facility for Agricultural Product for CAT at Indoor. In addition DCSE has taken up/ started the Renovation and restoration of OYC building, Construction of Training School, School No.6 and tender action for construction of Swimming pool, upgradation of fire fighting system in Anushatkinagar for the Department as well as site development for proposed Medical Cyclotron, tender action for construction of Guest House for VECC at Kolkata, Construction of Annex. Building for AERB at Anushaktinagar, tender action for Revamping and Augmentation of Infrastructure facilities (RAIF) for BRIT at Vashi, Construction of Office building and tender action for Efficiency apartment & Housing for IOP at Bhubaneswar, Misc. works for ACTREC at Taloja, Planning & design for project of NIUS at Anushaktinagar, Hostel at Colaba for TIFR, Construction of Hostel building for IIG at Panvel, Construction work of PH-II for NCCS at Pune, tender action for construction of Laboratory Ph-II for NBRC at Haryana. Engineering Services Division of this Directorate maintain residential flats (9035(approx.)) and public buildings of the department in Mumbai including execution of upgradation works required for the buildings which are minor capital in nature. This Directorate is also responsible for the operation and maintenance of electrical power distribution, lifts, water supply distribution, sewer lines, sewage treatment plant, fire fighting system, rain water harvesting and energy conservation of the services in the large township at Anushaktinagar. The Estate
management continued to manage the estate of DAE and allotment of
residential flats (9035), shops including public buildings and the
security for the DAE Estate in Mumbai. A. Introduction The Directorate of Construction, Services & Estate Management is responsible for the Planning, Designing, Engineering, Execution, Testing and Commissioning of Civil, Public health, Electrical, Air-conditioning and Ventilation works for Housing, Hostels, Schools, Hospitals, Laboratories and various public buildings for various units of Department of Atomic Energy including aided institutions and other department such as Science/ Electronics, Bio-technology etc.. In addition the Directorate is responsible for the operations and maintenance of all electrical, mechanical, civil, Estate Management and security services for the housing colony of DAE at Anushaktinagar and other areas in Mumbai in different part of the City. DCSE also carried out up-gradation of infrastructure facilities and energy conservation for their services. B. 1.3.1 Variable Energy Cyclotron Centre (VECC) at Kolkata 1.3.1.1 Construction of
expansion of Cryogenic Building & LCW building being completed. 1.3.2 Atomic Mineral Directorate of Exploration & Research (AMD) 1.3.2.1 Construction of "Technology Demonstration and Infrastructure Development" works and construction of Residential Quarters at SR/WR/CR (tender action being taken up) 1.3.3 Atomic Energy Regulatory Board (AERB) at Anushaktinagar 1.3.3.1 Construction of Annex. Building for AERB in progress. 1.3.4 Board of Radiation & Isotope Technology (BRIT) 1.3.4.1 Scope for Construction
of Integrated Facility for Radiation Technology (IFRT) at Vashi to
be finalised. 1.3.5 Centre for Advance Technology (CAT) at Indore 1.3.5.1 Planning &
designing of Housing under Xth Plan completed. 1.3.6 Institute of Physics (IOP) at Bhubaneshwar 1.3.6.1 Construction of
Housing under Xth Plan being taken up. 1.3.7 Tata Memorial Centre & Grant-In- Aid to TMC 1.3.7.1 Misc. works for ACTREC in progress 1.3.8 Tata Institute of Fundamental Research (TIFR) 1.3.8.1 Construction of
Pelletron Hall at Colaba completed. 1.3.9 Indian Institute of Geomagnetism (IIG) at Panvel 1.3.9.1 Construction of Hostel Building Under Phase-II in progress. 1.3.10 National Centre for Cell Science (NCCS) at Pune 1.3.10.1 Construction works of Phase-II in progress. 1.3.11 National Brain Research Centre (NBRC) at Haryana 1.3.11.1 Construction of
Guest House completed. 1.3.12 National Centre for Plant Genome Research (NCPGR) at Delhi 1.3.12.1 External services
works to be completed. 1.3.13 Society for Applied Microwave Electronics Engineering & Research (SAMEER) 1.3.13.1 Construction of
Hostel, Housing & EMC shelter at kharghar completed. 2.0 Engineering Services Division Maintenance of residential flats (9305 nos.) and Public buildings viz. DAE Secretariat, Dispensaries, AEES Schools, Community Centres, Shops, DAE Guest House etc. in Anushaktinagar, Mandala & City area including execution of upgradation works (minor capital) required for these buildings. It is also responsible for operation and maintenance of electrical power distribution, water supply, sewer lines, sewage treatment plant, fire fighting system, rain water harvesting system etc. for Anushaktinagar, Mumbai. 3.0 Canteen The Departmental canteen at V.S. Bhavan is under the administrative control of DCSE to cater the needs of all offices like NPC, HWB, DPS including DCSE housed in the building. 4.0 Estate Management Estate Management is responsible for managing the Estates of DAE, maintaining of computerized list for about 12000 of DAE employees of Mumbai for allotment and allotment of residential flats (9305 nos.) located at Anushaktinagar and at various places in Mumbai. Estate Management also looks after the allotment & supervision of various public buildings like banks, post office, shopping centre, community centre, etc. within the residential colony. 5.0 Security Service DCSE Security Staff is
providing security services for DAE residential colonies & VS
Bhavan at Anushaktinagar, Mumbai. C. MAJOR PROGRAMS PROPOSED DURING YEAR 2005-06 The following activities are proposed to be taken up, to be completed or to be under progress during the year 2005-06 1.0 Construction Works 1.1 New Schemes 1.1.1 Renovation and restoration
