ESTATE MANAGEMENT WING

 

It consists of :

ALLOTMENT SECTION

is taking care of the task of Planning and Organising allotment of vacant flats strictly complying the rules and procedures laid down. Maintenance of high level of transparency in the process is the USP for the Section.

RECOVERY SECTION

is assigned the task of regulating and monitoring the collection of licence fee and other charges from the allottees.

ENFORCEMENT SECTION

is responsible for -

(i) allotment, regulation and recovery of licence fee and other charges of shops, banks, Community Centres, Lawns and (ii) monitoring compliance of the terms and conditions of such allotment and remedial action in case of violation.

LAND SECTION

is entrusted with the tasks of (i) the custody and maintenance of land records, (ii) inter-action with Municipal & State Authorities on land matters, (iii) monitoring receipt of lease rent for the land leased to others, payments of lease rent for the land leased for departmental needs and payment of property taxes.

 

 

SALIENT FEATURES OF ALLOTMENT PROCESS

  1. A Master data-base of all the members of staff of DAE Units located in Mumbai participating in the common pool accommodation has been created during 1996.
  2. Every year during end September/early October, circular is issued calling upon the members of staff, those who require departmental accommodation and also those who become eligible for higher type of accommodation on account of increase in emoluments, to submit their applications before a specified date.
  3. After the specified date, the applications received are added to the data-base and a provisional priority list for the ensuing Allotment year is prepared.
  4. The provisional priority list (hard and soft copy) is circulated to the members of staff with directions to communicate discrepancy, if any, before a specified date.
  5. The discrepancies pointed out are incorporated in the data-base and a final priority list is prepared and circulated during the first half of January every year.
  6. No request for additions/alterations in the priority list is entertained once the list is finalised during the course of the Allotment Year. However, applications received from officers transferred to Mumbai are accepted and incorporated in the priority list after due scrutiny and approval.
  7. Those interested for change of accommodation of the same type are also expected to submit their applications against the circular as referred to at Sl.No.2 and their names will be placed in the priority list based on their inter-se seniority.
  8. Applications for change of accommodation on medical ground are considered as and when received, depending upon the merit of the case, for allotment of ground floor accommodation of the same type currently in occupation.
  9. Allotments are planned and organised every month starting from January of the Allotment Year during the last week of the month.
  10. A communication detailing the monthly schedule is issued well in advance with date, time and the serial number from and to of the priority list called for allotment.

  12. All the flats vacant (irrespective of the status) are listed and placed on the notice board three days before the date of allotment and no additions/alterations are made thereafter.
  13. Licence fee for a month will be recovered as penalty in the event of the following :

  1. An employee occupying lower type of accommodation who is not responding to the call given for higher type of accommodation.
  2. An employee having exercised the option did not communicate the acceptance and collect the authority slip.
  3. An employee after having occupied the higher type of accommodation surrenders the same immediately before the afternoon of the day following the date of occupation.

  1. An official who is allotted an accommodation is required to occupy the same within 8 days from the date of issue of the Allotment Year failing which the allotment will stand cancelled and the penalty as prescribed above will be levied.
  2. An official having occupied the higher type of accommodation failed to hand over the vacant possession of the lower type before the close of the office hours on the day following the date of occupation of the higher type of accommodation will be levied licence fee at damage rate for the lower type of accommodation for the entire period till the vacant possession is handed over in addition to the normal licence fee for the higher type of accommodation from the date of its occupation.

 

RETENTION OF ACCOMMODATION.

Beyond two months and upto the maximum period of 8 months will be allowed by the Estate Officer on specific request only on medical and educational grounds on a licence fee at double the flat rate.

02.

Retirement/Superannuation/ Voluntary Retirement/ Compulsory Retirement.

  1. Two months beyond the date of retirement on normal flat rate of licence fee.
  2. Beyond two months i.e. for 3rd and 4th months on written request without assigning any reason at double the normal rate of licence fee.

Beyond the 4th month on written request for a period upto a maximum of 8th months only on medical and educational grounds at 4 times flat rate of licence fee for the 5th and 6th months and 6 times flat rate of licence fee for the 7th and 8th months.

03.

Death

One year on normal flat rate of licence fee.

Beyond one year, one more year on normal flat rate of licence fee on written request subject to the condition that the family does not own an accommodation at the place of posting, which includes the adjacent municipalities.

04.

Resignation, Dismissal, Removal, Termination of service or Unauthorised absence without permission.

One month from the date the allottee ceased to be in service or from the date of unauthorised absence.

05.

Foreign service in India.

Two months on normal licence fee.

06.

Foreign service outside India.

Six months on normal licence fee.

07.

Deputation outside India

Period of deputation but not exceeding six months.

08.

Transfer to another station in India for commissioning a plant/reactor or for attending major maintenance work at Project of DAE.

One year at normal licence fee on request supported by necessary justification from higher authorities.

09.

Leave (other than leave on medical ground, maternity leave or study leave).

Period of leave but not exceeding four months on normal licence fee.

10.

Maternity Leave

Period of maternity leave plus leave granted in continuation subject to a maximum of ________.

11.

Study Leave

Period of leave but not exceeding six months on normal licence fee.

12.

Leave on medical ground

Full period of leave on normal licence fee.

13.

Leave for assignments or for higher studies abroad (including EOL)

Period of leave but not exceeding one year on normal licence fee against application in the prescribed form supported with copy of the sanction of leave. Licence fee and allied charges for the whole period be paid in advance.

14.

Training

Full period of training on normal licence fee.

 

CAUTION

  1. Retention for the concessional period as above is granted provided the residence is required for the bonafide use of the allottee or member of his/her family.
  2. The allotment shall be deemed to be cancelled on the expiry of the admissible concessional period unless immediately on expiry thereof the officer resumes duty in an eligible office in Mumbai.
  3. Any retention beyond the date of expiry of the admissible concessional period is treated as 'Unauthorized occupation' and the occupants will be evicted.
  4. Licence fee at damage rate be levied for the period of unauthorized occupation.
