Directorate of Construction , Services & Estate Management (DCSEM) , a constituent unit under Department of Atomic Energy (DAE), is responsible for the planning, designing, engineering, execution , testing & commissioning of civil, public health, electrical , mechanical, air-conditioning and ventilation works for housing, hostels, schools, hospitals, laboratories and various public buildings for units of Department of Atomic Energy including aided institutions and other departments such as Science/ Electronics, Bio-technology etc. This Directorate is also responsible for operation and maintenance of various services, estate management and security for the various installation of Department of Atomic Energy at Mumbai. 1) All Central Civil Services Rules and Instructions issued by nodal Ministries are followed.
2) Recruitment norms and merit promotion formulated by the Department (under its special powers) are followed for recruitment and promotion of Scientific & Technical staff and for administrative & auxiliary posts, the norms formulated and vetted by the nodal Ministries are followed.

This Directorate had following committees. This Directorate had following committees
i) Sub-Committee/Apex Committee :

For allotment of residential accommodation on out-of-turn basis (medical/hardship/functional grounds).

ii) Trombay Township Advisory Committee :

To assess and recommend various common facility required for the use of the resident at Anushaktinagar.

iii) Tender Committees :

To evaluate and recommend the technical bids and financial bids and recommend award of contracts.

iv) Stores & Purchase Committee

To discuss, deliberate & recommend procurement of materials, stores, and equipments

v) Standing Survey Committee

Role of the committee is to evaluate and recommend the condemnation and disposal of equipments, stores etc

The meetings of the Committees are not opened to the public nor the minutes accessible.
