Engineering Services Division
The Directorate
of Construction Services and Estate Management (DCSEM) is entrusted
with the responsibility of construction and maintenance of Residential
and Non-Residential buildings for units of Department of Atomic
Energy including aided institutions and other departments such as
Science / Electronics, Bio-technology etc. To ensure timely, prompt
and efficient service to the users of the buildings mentioned above
the Maintenance works are looked after by Engineering Services Division
(ESD). There are around 9781 flats of different category and numerous
public buildings like Schools, College, CHSS Dispensaries, Office
Buildings, Stores, Laboratory etc. in Anushaktinagar, Mandala, Mumbai
City Area under the jurisdiction of ESD apart from DAE Guest Houses
at Delhi. ESD is also carrying out certain improvement works of
minor capital nature.
Mission
To carry out maintenance in all types of buildings and housing and
assist the building users in solving basic problems with a view
to achieve comfort, functional efficiency and increasing the life
of building.
Objectives
The Charter reflects the commitment of the ESD in the matter of
maintenance of the above mentioned Residential and Non-Residential
buildings to ensure Efficient, Transparent, Accountable and Cost
Effective Organization at all levels. Maintenance world is a resource
for maintenance management and reliability information. Preventive
Maintenance, planning and scheduling, and maintenance management
is most essential which requires detailed technical information.
The nature of activities carried out by ESD include all aspects
of maintenance management, preventive maintenance, planning and
scheduling, Root Cause Analysis, engineering, equipment knowledge
mainly in the following fields :· Preventive maintenance
and special repair for ensuring soundness and safety of building
structure.
· Periodic and day-to-day repair and maintenance for ensuring
habitability and aesthetics of buildings.
· Efficient and prompt operation, maintenance and upkeep
of various services such as Water Supply, Electricity, Air-conditioning,
Lifts, Fire Fighting, Drainage and Gardening.
· Structural repairs to increase the life of the Buildings.
· Waterproofing treatment for roof terraces.
· Water proofing treatment for sunken floors.
· Monsoon seepage, wall dampness etc.
· Maintenance of doors and windows.
· Maintenance of service shafts and drainage arrangement.
· Maintenance of internal fittings and fixtures.
· Internal and external painting.
· Renovation works for basic amenities as per the norms and
requirement.
· Maintenance of roads and footpaths.
· Maintenance of storm water drains.
· Maintenance of Gardens.
· Cosmetic maintenance and surrounding cleaning.
Complaint
Redressal
To ensure timely, prompt and efficient service to the users of the
buildings mentioned above, ESD has provided a widely dispersed network
of Maintenance Units with a suitable complaint recording and monitoring
system where
1..Complaints are
registered in the Maintenance Units and the actions for attending
to complaints are taken. ESD is taking action plans for upgradation
of building structures and providing additions/alterations to meet
user specific requirements subject to structural and technical feasibility
and availability of funds.
2. Provide Action Plan for ensuring repairs and white/colour washing
painting etc. for vacant flats to make it fit for allotment in minimum
possible time.
3. To make an Action Plan along with the schedule to Residents Welfare
Associations in respect of residential colonies and to the Administrative
authorities concerned in the case of Non-Residential buildings
4. By eliciting feed back on maintenance works and for further improvement
through Residents Welfare Associations.
