invites sealed tenders in two parts from
eligible contractors for the following works:-

2. ELIGIBILITY / QUALIFICATION: Prospective agencies will be required to fulfill following criteria
for participating in the tendering process and to submit the same along with application
for issue of tender document.
a) Proof of registration with Government / Semi Government organizations like CPWD, MES, Railways, State PWDs etc. in appropriate class if any.
b) List of works in hand & similar works carried out by them for last 7 years indicating i) Agency for whom executed, ii) Value of work, iii) Completion time as stipulated and actual, or present position of the work.
c) List of vehicles & other infrastructure facilities possessed by the agency to complete the work in time.
d) Performance certificates; WCT registration certificate; PAN (permanent Account Number) & TIN (Tax Identification Number) with proof for reference.
e) Avg. annual turnover, Similar works & Bank solvency shall be as follows:-

NOTES:
i)
The value of executed works shall be brought to
the current costing level by enhancing the actual value of work at a simple
rate of 7% per annum; calculated from the date of completion to the last
date of receipt of applications for tender.
ii) * Annual turnover as per ITCC or profit & loss statement for the last 5 years shall be submitted & not having any loss in more than 2 years during last 5 years ending 31.03.2011.
iii) ** during last seven years ending 31.12.2011.
3. Tender documents can be purchased from
30.01.2012 to 10.02.2012 between 11.00 & 16:00 Hrs on all working days from the office
of Superintendent (E), GSS, DCS&EM, 3rd floor, V.S.Bhavan, Anushaktinagar,
Mumbai-400094. However, application with credentials as mentioned in para-2
above & checklist (refer page no-3) duly filled in for issue of tender
document which will be received only upto 09.02.2012.Tender will not be sent
by post.
4.
Cost of Tender Documents / REGISTRATION FEE shall
be Rs. 500/- per set (Non refundable), shall be paid in form of cash / Demand Draft drawn in favour of “Pay
& Accounts Officer, DCS&EM”, payable at Mumbai.
5. OBTAINING OF STANDARD DOCUMENTS: In addition to the above, the prospective agencies shall be required to possess following documents with them separately, which shall form part of Tender Documents for this work. These documents can be downloaded from the DCS&EM’s website or can be purchased separately on payment of prices indicated. In case the agencies already possess these standard documents with them, the same need not be downloaded / purchased again. Payment for the same can be made in cash or in the form of DD drawn in favour of Pay & Accounts Officer, DCS&EM, payable at Mumbai.

6. Prospective agencies to satisfy themselves of fulfilling all the NIT criteria before submission of the tender. Department reserves the right of Non-issue / Non-consideration of Tender documents of the agencies who are not fulfilling the NIT stipulations and / or having adverse report on the works carried out by them in the past.
7. PRE-BID MEETINGS can be held between 01.02.2012 to 13.02.2012 with prior appointment with office of Superintendent (E), 3rd floor, V.S.Bhavan, Ansuhaktinagar, Mumbai-94.
8. Submission of TENDER:
The Tender for the work shall be received up to 15:00 hrs on 21.02.2012 in the office of Superintendent (E), GSS, DCS&EM, 3rd floor, V.S.Bhavan, Anushaktinagar, Mumbai-400094 and only technical bids shall be opened at 15:30 Hrs on the same day. The documents shall consist of following:
a)
Technical bid along with following
i) Tender documents.
b)
Financial bid
c)
EMD
Note:
i) Technical bid, financial
bid & EMD shall be submitted in separate sealed envelopes.
ii) EMD (Earnest money deposit) shall be drawn in favour of Pay & Accounts Officer, DCSEM, payable at Mumbai as per tender conditions.
iii) Tenders without EMD shall be rejected forthwith.
Financial bids shall be opened at a
later date, which will be notified separately.
09. The Department reserves the right to
verify the particulars furnished by the applicant independently and accept /
reject the tender without assigning any reason thereof. Tender with any
condition including conditional rebate shall be rejected forthwith. Short
listing of the agencies shall be subject to thorough verification of their
credentials and inspection of works carried out by them, through a technical
committee constituted by DCS&EM.
10. If any information furnished by the applicant is found to be incorrect at a later stage, they shall be liable to be debarred from tendering / taking up works in DCS&EM.
