NOTICE FOR PREQUALIFICATION CUM TENDER

1. work & SCOPE: “Premixed carpet &
Seal coat to internal Roads and approaches at Institute of Physics campus,
Bhubaneswar-751005, Orissa”.
Estimated Cost Rs 49.00 Lakh; E.M.D. Rs 0.98 lakh Security

5% +Performance guarantee 5% of value
of tender, Completion Period
02 (Two) Months.
2. ELIGIBILITY/
QUALIFICATION: Prospective
agencies will be required to fulfill following criteria for participating in
the tendering process and to submit the same along with their tender. Joint
Ventures are not accepted.
Proof of
registration with Government / Semi
Government organisations like CPWD, MES, Railways,
State PWDs etc. in appropriate class OR having experience in execution of
similar nature of works.
Annual turnover as per ITCC or profit & loss statement for the last 5 years
(Average annual turnover for the last 3 financial years should be at least
Rs. 20.00 lakh, not having incurred any loss in
more than 2 years during last 5 years ending 31.03.2011.
Experience of having successfully completed any of the
following works during last seven
years ending 31.12.2011;
· 3 similar works completed costing not less than Rs.
20.00 lakh each; or
· 2 similar works completed costing not less than Rs.
29.00 lakh
each; or
· 1 similar work completed costing not less than Rs. 39.00
lakh
NOTES:
i)
Similar
works shall means: Construction of buildings, roads etc
ii) The value of executed works shall be brought to the current
costing level by enhancing the actual value of work at a simple rate of 7%
per annum; calculated from the date of completion to the last date of
receipt of applications for tender.
Latest Bank
solvency certificate from any
scheduled banks of Minimum Value of Rs. 20.00 lakh.
List of similar
works in hand & similar works carried out by them
for last 7 years indicating i)
Agency for whom executed, ii) Value of
work, iii) Completion time as stipulated and actual, or present position of the
work.
List of
construction plant, machinery, equipments,
accessories & infrastructure facilities
possessed by the agency to complete the work in time.
List of
Technical staff they possess.
Performance
certificates; WCT registration certificate; PAN
(Permanent Account Number) & TIN
(Tax payer Identification Number) for reference.
3. Tender documents can
be purchased from 30.01.2012 to 15.02.2012
between 11:00 & 16:00 Hrs on all
working days from the Office of Chief Project Engineer, DCSEM, Institute of Physics Campus, Bhubaneswar-751005, Orissa. Agencies
also can download the Tender Documents from
Departmental Website: www.dcsem.gov.in. However, they will be required to make necessary payment for the cost of
tender documents within sales period (i.e. from 24.01.2012 to 10.02.2012).
4. Cost of Tender
Documents/ REGISTRATION FEE (non
refundable) shall be Rs.500/- in cash / Demand Draft if collected in person or
downloaded from the web-site, by a Demand Draft drawn in favour
of Pay and Accounts Officer,
DCSEM, DAE, Mumbai.
5. Prospective agencies to satisfy themselves of fulfilling all the NIT criteria before
submission of the tender. Department reserves the right of Non-issue/ Non-consideration
of Tender documents of the agencies who are not fulfilling the NIT stipulations
and/ or having adverse report on the works carried out by them in the past.
6. PRE-BID MEETINGS shall be held preferably on 17.02.2012 with prior intimation to the office of
Chief Project Engineer, DCSEM,
Institute of Physics Campus, Bhubaneswar-751005, Orissa.
7. Submission of TENDER: The Tender for the work shall be received up to
15:00 hrs on 29.02.2012 in the Office of the Chief Project Engineer, DCSEM,
Institute of Physics Campus, Bhubaneswar-751005,
Orissa, and shall be opened at 15:30 hrs on the same day.
The documents shall consist of following:
A) EMD
EMD (Earnest money deposit) of Rs. 0.98 lakh may be deposited
as specified in the tender document in the form of Demand
Draft / Pay Order / Banker’s cheque / Deposit at call
receipt / Fixed Deposit Receipt, issued by a Scheduled Bank, drawn in favour of Pay
& Accounts Officer, VECC, Kolkata.
However, the bidder may submit EMD as Rs. 0.49 lakh in the form prescribed above and
balance amount of Rs. 0.49 lakh can be accepted in
the form of Bank Guarantee (BG) issued by a Scheduled bank in the prescribed
format as provided in the tender document.
EMD in the form of Cheques will not be accepted.

Note:
a) The tender is to be submitted in three separate sealed
envelopes containing (i) EMD, (ii) Technical Bid and (iii) Financial Bid. All
the three envelopes shall be duly sealed and superscribed
with respect its contents and shall then be placed in a larger envelope which
shall be superscribed with the name of work and its
contents. All the drawings are to be submitted duly signed and sealed. The
envelope containing EMD shall be opened first. The envelope containing
Technical Bid shall be opened subsequently of the bidders whose earnest money
shall be found in order. The date of opening of financial bid shall be informed
separately.
b)
In case the
last date of sale/ receipt of tender is declared as
holiday, the respective dates shall be treated as postponed to next working day
accordingly.
8. The Department reserves the right to verify the particulars furnished by the applicant independently and
accept / reject the tender without assigning any reason thereof. Short listing
of the agencies shall be subject to thorough verification of their credentials
and inspection of works carried out by them,
through a Technical Evaluation Committee of experts, constituted by
DCSEM.
9. If any information furnished by the applicant is found to be incorrect at a
later stage, they shall be liable to be debarred from tendering / taking up
works in DCSEM.
